David McNear is an independent fiscal policy consultant with more than thirty years of experience increasing public investment in proven programs that ensure children and youth succeed, help families thrive and stay safely together, and save taxpayers money.  Mr. McNear’s areas of expertise include cradle to career and behavioral health fund mapping, state and local fiscal policy, financing strategies for evidence-based practices, human services federal reimbursement and children, youth, and family policy.

 

Mr. McNear prepared regional cradle to career and behavioral health fund maps for Butler, Clermont, Clinton, Preble & Warren counties for the Southwest Ohio Engage 2.0 project, an HHS-SAMHSA System of Care (SOC) grantee, including an October 2023 Phase Two update with FY 2021 spending data..  Other cradle to career and behavioral health fund maps prepared by Mr. McNear for SAMHSA SOC grantees include for Calvert, Charles and St. Mary's counties for the Southern Maryland BRIDGE project; as well as Stark County, Ohio Department of Mental Health and Addiction Recovery and Prince George’s County, Maryland Department of Health.  David also conducted a cradle to career fund mapping project in Baltimore City focused on educational outcomes.

 

Before relocating to Panama City Beach, Florida, Mr. McNear served as the Sustainable Funding Director at Maryland’s Advocates for Children and Youth.  Prior to his child advocacy work, Mr. McNear worked in both the public and private sector to increase federal funding for human services programs, particularly child welfare.  David was the Revenue Maximization Manager for the Lashawn General Receivership, a federal court receivership managing Washington D.C’s Child and Family Services Agency, and worked at the Maryland Department of Human Resources and Baltimore City Department of Social Services as a grants manager and federal funding specialist.  In the private sector, Mr. McNear was an associate consultant at Benton & Associates and increased federal reimbursement for child welfare in many states, including California, Virginia, Colorado, Texas, and Maryland.  David graduated from the University of Michigan and is the co-owner of Panama Beach Time and Rooted in Wood.
