Mr. McNear recently prepared regional cradle to career and behavioral health fund maps for Butler, Clermont, Clinton, Preble & Warren counties for the Southwest Ohio Engage 2.0 project, an HHS-SAMHSA System of Care (SOC) grantee, to inform the SOC Strategic Financing Plan.  Other cradle to career and behavioral health fund maps prepared by Mr. McNear for SAMHSA SOC grantees include for Calvert, Charles and St. Mary's counties for the Southern Maryland BRIDGE project; as well as Stark County, Ohio Department of Mental Health and Addiction Recovery and Prince George’s County, Maryland Department of Health.  David also conducted a cradle to career fund mapping project in Baltimore City focused on educational outcomes. McNear Fiscal Surveying also offers fiscal policy research and analysis, with expertise in providing rapid, concise and understandable analysis of state and local budgets.
